I don't know much about autotune, but read about it changing singer's sound in some ways. It got me wondering if the technology was available 15 years ago when Steve A was having all of his problems. I am sure that even if it was, it has to be much better now. 15 years is an eternity in technology anymore.
Would something available today have helped him with his voice? I have read that his doctor's said that he needed to give it extended rest, which is why he was let go from the band.

Autotune has been around. And I believe it was employed during the Main Event tour to help Steve out.

Auto-Tune is an audio processor introduced in 1997 by Antares Audio Technologies.

It seems like any sound can be made different any more. There's probably something that can make me even sound like perry.

Not really. The tech isn't really that advanced. Augmenting/enhancing a vocal still requires the vocal to be somewhat in tune (near the desired pitch) before the enhancement, or else the affectation required is easily heard.
Making you "sound like Perry" would require you sound like him before any any effects were used...
